Alt+Up and Alt+Down don't appear to do anything in the web app. Is it not possible to reorder via the web app?

I have split your comment into its own discussion, since it's not related to the old Windows app ;)
You are right that currently this is not possible to do in the web app, so you will need a desktop app to do this.
