1Password will not quit unless completely quit is used. Mac Mojave 10.14.5

Mac Mojave 10.14.5. Moved to new computer and now can't quit 1Password unless I use the completely quit option. Not sure if related to the second problem of 1Password not opening Safari and not auto filling. I have a license (please, no comments regarding membership). Thanks
