How do I set up iPassword as an authenticator? I've read all the sites but not helpful

A US Government website allows 1password to be an authenticator. I am trying to do this. I have read everything and followed links but to no avail. I have the govt. code or qr code but no where to enter it in 1Password so that I get a code to enter on the government site. I've given up 2x now. This is so frustrating. I started in Oct, 2019 and just got back to trying again.
