I don't have File->Backup or File->Restore in my File menu.

It sounds like you have a membership and not a standalone vault. The items you reference are for a standalone vault, possibly synced thru Dropbox or iCloud. If you do have a membership account look up one section and also see this link from that section about restoring items. https://support.1password.com/item-history/
