How am I supposed to know what services are being used to Sync?
I remember setting up Dropbox in 1Password, and in fact I can see the 1pass folder in my Dropbox, but how am I supposed to tell from this?

I think previous versions had a check box next to whatever service was being used to sync, if I click on Dropbox now I am asked to select a vault to sync. So that means I am not syncing or is that to sync a different vault? Seriously WTF?

Your image shows that 1Password syncing is currently unconfigured. You can interpret it like this:
The last image in Sync with iCloud, Sync with Dropbox, and Sync with local folder guides show what syncing looks like after each of those is configured.
Each vault has its own sync settings, only one sync service per vault can be selected, and iCloud sync is only available for the Primary vault.
