Unable to Sync with iCloud

Have just downloaded the iOS beta 4.5B46 onto an iPhone and iPad. Selected the option for 'I've used 1Password before' and then iCloud.
Get a message saying I need to have synced at least 1 device with iCloud despite 2 other devices (with the public release on both iOS and Mavericks)
