Can I use a single license from 1Password only on 1 PC? Do I have to buy two licenses, if I want to use it on 2 PCs?

    It's done per platform. So if you have 2 Windows PCs then you need 1 Windows license. If you have 2 Windows PC and 3 Macs then you need 1 Windows license and 1 Mac License.
