Delete frozen account without Password

Hi
I wanted to change the email address of my account. It says, that the email address is already used for another account. This account is frozen and I don't have a password for it. How can I delete it? So I can use the email address for my functioning account.

    I'd be happy to help you delete your account. Just to confirm, the account that you'd like to delete is the one created with your hotmail email address, right? I've just sent a separate email to this address with instructions on how to delete your account.
