I cant get fingerprint access to work, forgot pass code

I turned off iphone access locks (pin and fingerprint id) then I turned it back on and now I cant get fingerprint access to come up only option for pin number. Forgot pin and security question answer doesn't work. This e-mail address should be good for account. But that doesn't work to sign in with through website.
