New passwords or log in created on phone not syncing to other devices

If I create a login, password or a note on my iPhone it doesn't push the newly created item to my other devices. If I edit an existing item on my phone the edit is pushed to my other devices. This is happening on 2 different iPhone I have.

OS Version: iOS 10.3.3
Sync Type: Family

    @syclonefx: Do you by any chance have a Primary vault on one or more devices? Local vaults like that are not at all associated with a 1Password.com account, so they will not sync through that. Let me know what you find!
