Shortcut for mini doesn't open mini when viewing a local file in chrome

I receive cisco "secure messages" that are an html file attachment that I open in chrome. I need to enter my password and then it will allow me to open the message, which is actually still stored online.

Neither Command-\ nor Command-Option-\ will open 1Password Mini when I'm viewing the file, I have to click on the extension manually. I get why Command-\ wouldn't work, but my understanding of Command-Option-\ is that it should always bring up mini, even if there's nothing to autofill.
