1password after reboot on iphone vs ipad

Hi, I notice that after rebooting my iphone I have to enter my master password to enable face/touch id. On my ipad however i get a choice top use touch id or master password after a reboot.

Is there a reason for this difference and is it possible to make the iphone version behave like the ipad version?

This is with the latest versions and did not change after upgrading to ios 12 from ios 11.

    I found the option.. Settings -> Advanced -> Security -> Require Master Password -> Never

    Its worth noting here that Touch ID and Face ID are not a replacement for knowing your Master Password. If you forget your Master Password you will very likely lock yourself out of your data.

    @rudy, I know. I have printed out my recovery sheet with my master password and stored it with my other important papers. But since my master password is 38 characters long I rather not have to type it after a reboot.
