Master Password won't work: "Extension database not available."

I'm using 1 Password version 3.8.22 on a MacBook Pro Retina with Mac OS 10.11.6 and Safari 11.1.2 (11605.3.5.1).
When I enter my master password, I get a warning saying "Problem with database," and continues with "Extension database not available. Please press Command-Option-Q to restart your browser and discard invalid." However, restarting does not fix the problem either!
Can you please tell me what this means and how I'm supposed to remedy it?

    @Hadiat1Pass: The current 1Password desktop extension, which you have installed, and which was released a few months ago, is not at all compatible with 1Password 3, which was developed in 2009 and supports only Snow Leopard, Lion, and very, very old browsers. It will not work with El Capitan and modern browsers. You can read more details about compatibility in the announcement at the top of this forum category:

    The only options are to upgrade your OS and 1Password, or live with the incompatibilities.
