why sync via cell data only with autosync

In the settings, why can the 'Syc using Cellular Data' only be selected when 'Sync Automatically' is also selected?
It does not make sense to allow cell-sync ONLY with auto sync. In fact, I'd say one would want to enable
cell-sync and then manually decide to start the sync so that data is not constantly used by the auto-check
