When I subscribed to 1password, $3.99/mo, my iPhone and my iPad have not synced properly. I feel around filing the suggestions on this website and I got my iPad all items saved to my iPhone and I now have duplicates. But I am on able to sync my iPad as there is no sync button. Also I have two accounts on my iPhone. Primary and personal. I need help sorting this out.

It sounds like you may have missed the step in the migration guide about removing the Primary vault. Please first back this vault up using these instructions:
Note: If you do not have a computer, you can simply skip all of the steps that involve a computer. You'd just do step 1.
Then delete the Primary vault. This can be done in 1Password under Settings > Vaults > Primary > Delete Vault.
