Account Recovery and local vaults

I've searched the forum and whitepaper, but can't find the answer.

I understand that Account Recovery allows certain members of the Family group to recover vaults and their keys without access the their master password.

My question is: does 1Password also store local vault keys for 1Password Families users in this key set? In other words, if I have a Family with 2 Recovery designees, and one of those has a local vault (not synced to 1Password), are the decryption keys for that vault also available through the recovery process, even if the data itself is not uploaded to 1Password.com?
