1Password for iOS in standalone (non-membership) operation can access additional vaults created by 1Password for Mac or 1Password for Windows, if the Pro features have been purchased, but it cannot create these vaults itself. Additionally it is only possible to sync one vault with iCloud. To sync multiple vaults you'd either need to use a 1Password membership or sync with Dropbox:

I use it standalone, no account online.
I wanted to simply create a new vault, but the option I have is only a demonstration vault0 -

1Password for iOS cannot create secondary vaults. It can use secondary vaults created by 1Password for Windows, 1Password for Mac, or as part of a 1Password membership.
