SOLVED. Had to reinstall windows 10. Can't get 1password 6 to use the keychain.
I just realized I had a senior moment. I had install password depot which I used to use instead of 1password.

I had to reinstall window 10 home and the agilebits server only has legacy version 4 availible.
Where can I get 6? I do not even see a stand alone version of 7. I do not want any cloud or dropbox versions

@69800: 1Password for Windows version 6 was never sold, as it was a new app included in a 1Password membership. Version 7 is a direct update to that, so you'd either get it automatically as part of the subscription, or you can purchase a license for it:
