Opening an application or directory in Windows

Options

Obviously I can open a web page in a browser by entering an URL address, but I would like to do the same with opening a windows application by entering a command line path (like a shortcut).

On the same line of thought, I would like to be able to open a specific folder by entering a path. When I click on this, I would want the File Explorer to open to that path.

Any solutions on this?

My setup: Windows 10, Brave browser.

    @Blitzi: 1Password cannot open apps, only website URLs. I'm not sure that's something that would even be prudent, given that someone sharing data with you could then trick you into executing a shell command.
