I purchased a standalone 1password 6 license for mac osx and I would like to transfer it to the windows 10 pro operating system, what can I do?

You can purchase a license for 1Password 7 for Windows, and then you can configure sync to get your data in the new Windows app.

Ok, but i have just a license, i would transfer it on windows os or i would buy a new one but is there any sales offer for me?

Your macOS license of 1Password cannot be converted to the Windows license and we do not have any discounts for doing this. You'd have to pay a separate price for this and right now, 1Password for Windows is still on sale that you can purchase at a lower price.
