I'm trying to figure out if I can secure a single computer with a U2F key synced with a 1password family identity (ID and password) and vault (or vaults)... or if the U2F key automatically applies to a larger definition

    As far as 1Password is concerned "accounts" and "people" are analogous. E.g. each person should have their own account. A membership is the larger umbrella in which accounts exist. U2F is an account thing, not a membership thing. If you enable it for an account it is only going to apply to that account, not every account within the membership.
