How do I create a new paid member in my existing team account?

I have 3 paid team members and need to add an additional team member. I am surprised how confusing this simple task is. I've invited the new user from the People tab and he is now an Active user, but the Billing tab only shows 3 paid members. How do I add this new person as a paid member of my team?
