Changing "Private Vault" logins to "Shared Vault" logins

in 1Password 7 for Windows

I have about 8 logins in my "Private" vault and I've tried several times to change to "Shared". I'm using a Microsoft SurfacePro and I don't know if Google Chrome or Windows has anything to do with it.
