Primary and Personal vault
I have almost 400 passwords in my primary vault, which I am able to access on my old MacBook. On my new MacBook and on my iMac I am not able to access my primary vault using 1Password, only the Personal vault which only has 104 passwords saved in it, and it is confusing and frustrating, as I need to be able to use my new computers, but because of the password situation it makes it extremely difficult as I am not able to access my passwords in the vault. I am not sure what to do at this point as I have tried almost everything, including copying all my data from my old MacBook to new. Also when I tried to do the sync option it is not available on the new MacBook or new iMac, sync doesn't show up

Part of the process of migrating to a 1Password membership from a standalone vault is moving all of your data from the Primary vault to the Personal vault, and then deleting the Primary vault. Please see this guide:
Move your existing 1Password data to a 1Password account
Once all of your data is within membership-based vaults (e.x. Personal) you can delete the Primary vaults from each device using the instructions in that guide (specifically here: https://support.1password.com/migrate-1password-account/#set-up-your-other-devices ).
